Mark Horsfield

Mark is a founding Director of Arlingclose. He joined the Company in November 2004 and is responsible for strategy of the overall business as well as the key and distinctive themes that underpin client strategies.

He began his career at Suffolk County Council where he qualified with CIPFA in 1990. In 1992 he joined the Public Sector Team at UBS Phillips & Drew and embarked upon a career in treasury management consultancy. Mark was made a Director prior to joining Sector Treasury Services as its Director of Advisory Services in 1997.

In 2001, Mark joined Cazenove Fund Management as Head of Institutional Business Development and was responsible for developing its public sector business as well as international and investment consultant relationships. His role at Cazenove, working closely with the fund managers, gave him a valuable insight in the identification, monitoring and evaluation of risk.

Mark is a regular speaker on treasury management issues and is consulted on the topic by a wide range of bodies. In January 2009, Mark represented Arlingclose during the evidence gathering session of the Communities & Local Government Select Committee during its Inquiry into Local Authority Investments post-Iceland.

Mark is a founding Director of Arlingclose’s Treasury Advisory Services, joining the company in September 2004. During his time at Arlingclose, Mark has been responsible for formulating interest rate strategies, applying appropriate responses across client portfolios and formulating Arlingclose’s creditworthiness policy. As Director of Arlingclose, Mark is a key adviser to local and police authorities on their financial modelling, as well as on investment, debt and risk management strategies. Mark’s responsibilities involve overseeing client relationships and creating bespoke investment structures for clients based on risk appetite and preferences.

Mark began his financial career on the Sterling Inter-bank desk at money broker Tullett & Tokyo, gaining broad experience in UK fixed income products, swaps and other derivatives.

In 1997, Mark joined Integer Treasury Services, where he soon progressed to become a highly regarded and senior member of the Sector Treasury Services Team as Assistant Director. In his role as Assistant Director, Mark headed a team of four executives with responsibility for a large number of local authority clients throughout the UK. Mark’s interaction with a varied client base embraced a significant and diverse exposure to debt and investment portfolios.

Mark was instrumental in successfully developing the direct investment by local authorities in the Euro-Sterling bond investment market in 1999. Since then investments made in these bonds have grown towards £1 billion of stock.

Charles Humphry

Charles, a CPFA accountant, was a Director of Sector Group prior to its acquisition by The Capita Group. He was a co-founder of Sector in 1992 and was responsible for a number of innovative funding structures used by local authorities and universities to undertake major new capital investment. Since 1979 Charles has advised local authorities on capital financing and has arranged finance in excess of £2 billion for them. Along with Philip Clein, Charles has been a Director of Arlingclose Limited specialising in advising local authorities on financing complex capital projects since 1993.

Before entering the city Charles was an Assistant County Treasurer and had also been an advisor to the Secretary of State for the Environment on Local Government Finance. He is Chairman of a major Housing Association and is a Non-Executive Director of his local Primary Care Trust.

Philip Clein

Philip has worked in the UK leasing market for more than 30 years. After working as a local authority money broker he joined Saturn Management and subsequently became its Chief Executive. Saturn progressed from being the leading local authority leasing advisor of its day to creating special purpose companies for nearly 100 local authorities.

With others, he founded Sector Group, which was subsequently acquired by The Capita Group in 1998. Philip has been a Director of Arlingclose since 1993 working with Charles Humphry in creating and managing special purpose companies for public sector bodies.

Phiroza Katrak

As Client Director at Arlingclose, Phiroza's role embraces several aspects of treasury advice and support. This includes interacting with public sector officers and Members to establish customised treasury strategies and reporting arrangements; advising on bespoke borrowing, rescheduling and investment opportunities; credit policies; and advice on compliance with the CIPFA Treasury Management Code, Prudential Code and Investment Guidance.

Alongside Mark Pickering and Bridget Scheuber, Phiroza has been instrumental in developing Arlingclose's creditworthiness policy, its application to clients’ lending lists and their monitoring and review. She participates as co-ordinator and trainer in the workshops and training sessions we hold for treasury officers. She also maintains contact with CLG, CIPFA, and fund managers including Money Market Fund providers.

Phiroza began her financial career as an early recruit at Integer Treasury Services in 1992. She joined Sector Treasury Services on its formation in October 1997, where she conducted the role of industry specialist on local government investment issues and counterparty policies. She provided the ODPM with valuable input on their draft and final Guidance on Investments during the development of the Prudential Framework and played a key role thereafter in assisting local authorities in establishing individual investment strategies. During her time at Sector, Phiroza soon became a highly regarded and senior member of the Treasury Services team. In her position as Assistant Director, Phiroza was responsible for managing a diverse range of local government client relationships, as well as advising on debt, investment and credit strategies.

Chris Taylor

Chris joined Arlingclose as its full-time Technical Director from Denbighshire County Council in 2005. He is a CIPFA qualified accountant with 30 years of local government finance experience with District, County and Unitary Councils. The majority of his experience has been in capital and technical accounting, including Housing Revenue Account and Subsidy related issues.

He has brought to Arlingclose and its clients a wealth of relevant and practical experience. As Technical Director, Chris heads up the Technical Team, assisting clients with a vast expanse of technical and accounting issues. This is delivered directly or through our programme of workshops. Chris also writes technical bulletins on topical issues and co-ordinates responses to consultations.

Chris is currently Chair of CIPFA Wales Cymru; a position he has held since Autumn 2009.

Stephen Kelly

Stephen has 30 years experience in all aspects of leasing, vendor finance, asset and capital financing. He has held senior positions in various global banking and financial institutions including Lombard, HSBC, GE Capital, De Lage Landen [Rabobank] and CIT. Stephen has also worked as a specialist public sector leasing / asset finance advisor and consultant with Sector Treasury Services, part of Capita Group plc, more recently he has partnered with Dell EMEA advising and developing their European public sector financing of technology and ICT assets. Stephen has the Finance and Leasing Association diploma qualification; a BA in Business and holds an MBA from Manchester Business School.

Bridget Scheuber

Bridget Scheuber, CPFA

Bridget joined Arlingclose in March 2009 as a Technical Executive. As a CPFA, Bridget has been involved in providing technical advice to clients in relation to balance sheet reviews, the evaluation of debt restructuring scenarios and assistance with all aspects of the closing of accounts process. Bridget attends client strategy meetings and oversees a number of client relationships. Since joining Arlingclose, Bridget has also been involved in developing credit advice, advising on treasury strategy statements and presenting at client workshops.

Having worked in Treasury and Pensions at the London Borough of Hackney, Bridget has direct experience of local government treasury and the issues that authorities face. She also worked within the management reporting division at the Metropolitan Police Service and in operational accounting at the London Borough of Islington bringing a diverse wealth of experience to the advisory position she now holds. Bridget graduated from the University of Southampton with a BSc (Hons) in Mathematics and French.

Sushma Rao

Sushma joined Arlingclose as a Technical Executive in early 2010. Her duties at Arlingclose include helping clients to ensure compliance with regulations in the formation of their technical statements and reports, as well as balance sheet analysis. Sushma provides assistance to clients on capital finance options appraisal, MRP and financial instruments closedown issues. She is also involved in the delivery and development of credit advice.

Sushma graduated from the London School of Economics, gaining a BSc (Hons) in Economics. She spent four years at the London Borough of Ealing, where she completed her CIPFA studies. During her time there, she worked in Housing Finance, Financial Planning and the Treasury and Pension Fund Team. Sushma has direct and recent experience in closing the treasury and pension fund accounts.

Andrew Larkin

Andrew graduated with a BA (Hons) in Business Economics from The University of Liverpool, and joined Arlingclose in March 2009 as a Client Executive. Since joining the Arlingclose team, Andrew has been involved in analysing client debt and investment portfolios in order to formulate efficient restructuring, assisting clients with borrowing and investment strategies, and informing clients of changes in market conditions.

Andrew is a key member of the interest rate forecasting group and a principal contact on money market funds, which involves him liaising with fund managers on a regular basis.

Donna Gubbins

In her position as Client Executive, Donna is involved in the preparation of strategy packs for clients, organising training events and workshops, ensuring clients are aware of the latest market and economic developments, and the distribution of economic and financial data to clients. Donna also analyses client debt and investment portfolios and provides debt reconciliations.

Donna joined Arlingclose as a Client Executive in February 2010, after graduating from the University of Bath where she studied International Management and Modern Languages. She has previously worked as a Marketing Officer at BNP Paribas Asset Management in Paris.

As Client Executive, Greg's responsibilities include undertaking debt and investment reconciliation, market intelligence gathering and the management of client bond portfolios. Greg co-ordinates economic updates for clients, as well as having key involvement in the development of credit advice. Greg also provides IT support to staff members.

Greg joined the Arlingclose team in February 2010, after graduating from the University of Surrey in with a BSc (Hons) in Business Economics with Computing. Greg has previously spent a year at HM Treasury, working as an Assistant Economist.

Philip Pickering

Office and Accounts Manager

Philip has supported the Arlingclose team since October 2008, as the Office and Accounts Manager. Philip is responsible for organising and supervising all of the administrative activities that facilitate the smooth running of the office. Philip records office expenditure and manages budgets, oversees the training and induction of new staff and manages filing systems. Philip also manages Arlingclose's supplier relations.
