Philip Clein
Director
Philip has worked in the UK leasing market for
more than 25 years. After working as a local authority money broker
he joined Saturn Management and subsequently became its Chief
Executive. Saturn was the leading local authority leasing advisor
of its day and also transacted over £250 million of business in
the telecoms sales aid market. Additionally it created special
purpose companies for nearly 100 local authorities.
With others, he founded Sector Group, which was
subsequently acquired by The Capita Group in 1998. Philip has
been a Director of Arlingclose since 1993 working with Charles
Humphry in creating and managing special purpose companies for
public sector bodies.
Alex Colombini
Associate
Alex was previously a Director of Close Healthcare
Finance, Close Brothers Merchant Bank. He was responsible for
operating leasing and structured finance for the Healthcare Division
which encompassed NHS and private sector funding requirements.
He initially entered the leasing market with Lombard
in 1992 and went on to hold a senior position with Asset Investment
Group (AIG) specialising in NHS operating lease transactions.
During his career Alex has been responsible for
arranging many complex NHS leasing transactions offering transparent
and creative structures. He has extensive knowledge of NHS accounting,
lease structuring, tendering and lease evaluation.
Charles Humphry
Director
Charles, a CPFA accountant, was a Director of
Sector Group prior to its acquisition by The Capita Group. He
was a co-founder of Sector in 1992 and was responsible for a number
of innovative funding structures used by local authorities and
universities to undertake major new capital investment. Since
1979 Charles has advised local authorities on capital financing
and has arranged finance in excess of £2 billion for them. Along
with Philip Clein, Charles has been a Director of Arlingclose
Limited specialising in advising local authorities on financing
complex capital projects since 1993.
Before entering the City, Charles was an Assistant
County Treasurer and had also been an advisor to the Secretary
of State for the Environment on Local Government Finance. He is
Treasurer of a major housing association.
Mark Horsfield
Director
Mark Horsfield began his career at Suffolk County
Council on its accountancy trainee programme. He qualified with
CIPFA in 1990 and progressed to the position of Principal Technical
Accountant in its County Treasurer's Department.
In 1992 Mark joined the Public Sector Team at
UBS Phillips & Drew, and embarked on a career in treasury
management consultancy at a time of significant growth and change
in the treasury management arena. Mark was made a Director in
1997 before joining Sector Treasury Services later that year.
At Sector, Mark held the position of Director
of Investment Advisory Services and was responsible for its significant
investment advisory activities as well as a diverse range of direct
client relationships. Existing and new relationships with clients
and fund managers were key developments during Mark's time at
Sector, as well as managing the introduction of local authorities
to investment opportunities in the Euro-Sterling bond market.
Mark joined Cazenove Fund Management in 2001 to
develop its public sector institutional business. He became head
of its institutional business development team in 2002 and was
responsible for a growing list of local authority clients as well
as international client and investment consultant relationships.
Phiroza Katrak
Client Director
Phiroza began her financial career as an early
recruit at Integer Treasury Services in 1992. She joined Sector
Treasury Services on its formation in October 1997. Phiroza is
an industry specialist on local government investment issues and
counterparty policies. She had valuable input to the ODPM on their
draft and final Guidance on Investments during the development
of the Prudential Framework and played a key role thereafter in
assisting local authorities establish individual investment strategies.
At Sector she quickly became a highly regarded
and senior member of the Treasury Services team. Responsible for
a diverse range of local government client relationships, she
held the position of Assistant Director advising on debt, investment
and credit strategies. She has joined Arlingclose as Client Director.
Mark Pickering
Director
Mark Pickering began his financial career on the
Sterling Inter-bank desk at money broker Tullet & Tokyo, gaining
broad experience in UK fixed income products, swaps and other
derivatives. He moved to Integer Treasury Services in May 1997
and progressed to become a highly regarded and senior member of
the Sector Treasury Services Team as Assistant Director. In this
role he headed a team of four executives with responsibility for
a large number of local authority clients throughout the UK. Mark's
interaction with a challenging client base embraced a significant
and diverse exposure to debt and investment portfolios.
Mark was instrumental in successfully developing
the direct investment by local authorities in the Euro-Sterling
bond investment market in 1999. Since then investments made in
these bonds have grown towards £1 billion of stock.
Chris Taylor
Technical Director
Chris Taylor joins Arlingclose as its full-time
Technical Director from Denbighshire County Council. He is a CIPFA
qualified accountant with 30 years of local government finance
experience and is a member of CIPFA's Executive Committee in Wales.
The majority of his experience has been in capital and technical
accounting that includes local government reorganisation in Wales
in 1996.
In the newly formed County Council of Denbighshire,
Chris quickly became familiar with Housing Revenue Account and
Subsidy related issuesand also took a leading role in the investigation
of the financing of the capital programme of one of the predecessor
authorities and the management of the financial legacy to Denbighshire
CC. Whilst this legacy was unexpected it provided Chris with detailed
and invaluable capital finance and accounting experience and required
close working with senior civil servants and auditors.
More recently Chris has been responsible for the
full range of the Council's accounting services and the establishment
of its asset management plans. In the run up to the introduction
to the Prudential Code, Chris represented Denbighshire in its
capacity as one of the "road-testing" authorities. This gave him
a valuable and early opportunity to gain first hand experience
of the requirements of the new system. Since 2003 Chris has been
the Chair of a Regional Chief Accountants' Practitioners Group.
He brings to Arlingclose and its clients a wealth
of relevant and recent practical experience.
Rebecca Coates
Office Manager
Rebecca joined Arlingclose in April 2007 to provide support to the treasury team and to manage the day to day functions of the office.
Rebecca has strong IT skills and proven talents in organising systems to improve operational efficiency. In addition she provides vital data for management decisions client advisory work.
